Thor is the Executive Director of the Office of Community Investment and Infrastructure (OCII). OCII is a catalyst for development and economic revitalization in the Transbay, Mission Bay and Hunters Point Shipyard/Candlestick Point neighborhoods in San Francisco.
Thor has been a key player in the urban development world for over 25 years, specializing in social impact and catalytic real estate development, strategy, and community revitalization. Thor has led large-scale, complex, community development projects and has been a strategic advisor to nonprofit, government, and private clients.
OCII is developing approximately 22,000 housing units (over 7,000 are affordable), 14M sq ft of commercial, and over 375 acres of parks. OCII uplifts and economically empowers communities through robust small business/workforce policies and provides opportunities for people who live or work where OCII develops. Since 2012, OCII projects have awarded nearly $1B to San Francisco-based small businesses and created nearly 50,000 jobs/$155M of income for San Franciscans. Approximately 95% of our annual budget is dedicated to affordable housing/parks/infrastructure.
Thor has previously worked on several projects in San Francisco including, the transformative Parkmerced project and the Hunters Point Shipyard/ Candlestick Point project (“Shipyard/Candlestick”) converting a former Navy base and a former 49rs NFL site into a thriving community.
Thor also has over 12 years of experience working in City agencies and the Mayor’s Office in New York City in various real estate roles, managing a City real estate capital re-investment program, a logistics operation in the 9/11 recovery; and development of transitional housing facilities.
