City and State Support

Thanks to support from our partners at the City of San Francisco and State of CA, we can begin construction of the new Senior Building a full year ahead of schedule. This accelerated timeline allows us to deliver affordable, high-quality senior living options in alignment with our mission.

There are three key governmental drivers allowing us to move this project forward:

CA State Bill 35

This California state bill allows for fast-tracked governmental approvals for qualifying affordable housing projects, such as our new Senior Building.

City of San Francisco Funding

The City is providing essential financial support to help us bring this vision to life.

Section 8 Subsidy Vouchers

Through support from the US Department of Housing & Urban Development, these vouchers ensure housing affordability and accessibility for eligible residents.

Freedom West 2.0 is a cornerstone for reimagining our neighborhood—a future-focused plan that honors the rich history of our community while addressing the current needs of our residents. Together, we are taking the first step toward a brighter tomorrow for Freedom West.

100% Affordable Housing

Our 100% affordable senior rental building will offer a secure housing solution for seniors aged 62 and older who need financial assistance. Residents have the option to exchange their Freedom West Co-op membership for its full share transfer value and transition into a stable, affordable rental community with built in financial subsidy. With Section 8 project-based vouchers, you will never have to pay more than 30% of your income toward rent, ensuring financial peace of mind without the risk of increasing monthly charges outpacing your fixed income.

The proceeds from exchanging a Co-op membership for full share value (after settling any unpaid fees that are due on the membership) can be used however you choose. We encourage all potential residents to explore their options and determine if this move is the right fit for their future.

Remember, this opportunity is entirely voluntary, allowing each resident to decide if the Freedom West Senior building aligns with their personal needs and lifestyle goals. Residents may also decide to decline the opportunity to move to the new senior building, maintain their current co-op membership, and wait to move into the new replacement co-op building which is currently scheduled for completion by the Summer of 2029.

Move-In Qualification Requirements

1.

At least one member of your household must be 62 or older by early Spring 2028.

2.

Your total household income must be at or below $109,680 per year.

3.

You must be a current or former member of Freedom West to qualify for the priority list.

Other Considerations

Would you or someone in your household benefit from in-house senior services offered?

How valuable are the building features, amenities, and financial assistance offered at the Senior Housing Building to you?

How important is oingoing Co-op Membership to you?

Step 1:
Temporary Relocations

To make way for the new Senior Building, residents of 860, 870, and 880 McAllister will need to be temporarily relocated before construction begins. Our priority is ensuring a smooth, supportive, and cost-free transition for every household.

Here’s how the process will work:

  • A 90-day notice will be issued to all affected residents before any move, allowing time for preparation. Freedom West has partnered with Autotemp Services, a relocation specialist, to assist with planning, logistics, and coordination.
  • Affected residents will be moved to suitable housing onsite at Freedom West or offsite housing in San Francisco, depending on availability and individual preferences.
  • Temporary relocation will begin Spring of 2026 and with placement and moving assistance at no cost to you, ensuring no financial burden on our residents.

Step 2:
Groundbreaking and Construction

Once residents of 860, 870, and 880 McAllister have been temporarily relocated—with our full support and at no cost to them—the building demolition process will begin.

  • Construction on the new Senior Building is expected to begin Spring of 2026 and continue through late 2027.

Step 3:
Time to Move-In

The new Senior Building is expected to be ready for residents in Spring of 2028, marking a major milestone in the Freedom West transformation. We will work closely with every resident to ensure a smooth and stress-free move-in experience.

  • All moving residents will receive hands-on support with planning, packing, and settling into their new home.
  • We will coordinate move-in dates to ensure a well-organized transition.
  • New residents will be introduced to the building’s amenities, services, and community programs, helping them feel at home from Day One.
