Our Freedom West 2.0 Guiding Principles
The Co-op must remain 100% owned by Freedom West.
Replace existing 382 Co-op units with new units at no additional monthly housing cost to shareholders.*
Must have a long term economic self-sustainability plan for the Freedom West Co-op.
Co-op will have ongoing input in the overall development plan.
*Beyond the standard annual carrying charge increases as determined by the Freedom West Homes Co-op.
City and State Support
Thanks to support from our partners at the City of San Francisco and State of CA, we can begin construction of the new Senior Building a full year ahead of schedule. This accelerated timeline allows us to deliver affordable, high-quality senior living options in alignment with our mission.
There are three key governmental drivers allowing us to move this project forward:
CA State Bill 35
This California state bill allows for fast-tracked governmental approvals for qualifying affordable housing projects, such as our new Senior Building.
City of San Francisco Funding
The City is providing essential financial support to help us bring this vision to life.
Section 8 Subsidy Vouchers
Through support from the US Department of Housing & Urban Development, these vouchers ensure housing affordability and accessibility for eligible residents.

The new Senior Building will feature 115 high-quality units for a true sense of community (80 one-bedroom and 35 two-bedroom units) with advanced accessibility throughout—your safety and quality of life are our priorities.
You told us what you wanted in the new building: wood tones and splashes of color—vibrant and bold; a secure mail/package room; no more flights of stairs to climb, a community gym; a place with access to open spaces, and one that would celebrate community and diversity, design and wellness. Well, we’ve done it!

100% Affordable Housing
Our 100% affordable senior rental building will offer a secure housing solution for seniors aged 62 and older who need financial assistance. Residents have the option to exchange their Freedom West Co-op membership for its full share transfer value and transition into a stable, affordable rental community with built in financial subsidy. With Section 8 project-based vouchers, you will never have to pay more than 30% of your income toward rent, ensuring financial peace of mind without the risk of increasing monthly charges outpacing your fixed income.
The proceeds from exchanging a Co-op membership for full share value (after settling any unpaid fees that are due on the membership) can be used however you choose. We encourage all potential residents to explore their options and determine if this move is the right fit for their future.
Remember, this opportunity is entirely voluntary, allowing each resident to decide if the Freedom West Senior building aligns with their personal needs and lifestyle goals. Residents may also decide to decline the opportunity to move to the new senior building, maintain their current co-op membership, and wait to move into the new replacement co-op building which is currently scheduled for completion by the Summer of 2029.
Move-In Qualification Requirements
1.
At least one member of your household must be 62 or older by early Spring 2028.
2.
Your total household income must be at or below $109,680 per year.
3.
You must be a current or former member of Freedom West to qualify for the priority list.
